Safe Haven Law for Newborns

The California Safely Surrendered Baby Law, effective as of January 1, 2001, allows a new parent to safely hand over his or her newborn child to the authorities with out fear of arrest or prosecution for abandonment as long as the baby has not been abused or neglected. The law does not require that names be given when the baby is handed over. Parents are permitted to bring a baby within 3 days of birth to any hospital emergency room or designated fire station in Los Angeles and Ventura Counties. The baby will be placed in a pre-adoptive foster care home while the adoption process gets underway.
In case the parent changes his or her mind at a later date and wants the baby back, workers will use bracelets to help connect them to each other. One bracelet will be placed on the baby, and a matching bracelet will be given to the parent. Parents who change their minds can begin the process of reclaiming their newborns within 14 days. These parents should call the Los Angeles County Department of Children and Family Services at 1-800-540-4000.

Every baby deserves a chance for a healthy life. If someone you know is considering abandoning a newborn, let her know there are other options.

Life Centers is always in need of volunteers. We need people to serve as:

  • Hotliners-answering the phone in your own home
  • Counselors-meeting directly with clients at the centers
  • Educators-working on advertising, at fair booths, making student educational packets
  • Fund Raisers-willing to work on a major fund- raising committee per year
  • Donation Sorters- organizing the many donated items the centers receive
  • Speakers-knowledge of pro-life issues, ability to put forth ideas
  • Layette Makers-fun job putting together all the necessities a new baby will need
  • Secretaries-answering phones at the centers, greeting clients, filing records
