History is in the making .........

How was the Senate Created?

In order to ensure effective student participation in the development of policy for the California Community College system, the Board of Governors adopted section 50002 of Title 5 of the California Code of Regulations which states: "a Student Senate for the California Community Colleges has been established in conjunction with local associated student organizations so that the community colleges students of California may have a formal and effective means for participation in the formation of state policies that have or may have a significant impact on students. It further states that "the Board of Governors recognizes the Student Senate for the California Community Colleges as the representative of community college associated student organizations before the Board of Governors and the Chancellor's Office."

In addition, the Student Senate fully participates as a member of the Consultation Council as established by AB 1725 (Stats. 1988, Ch. 973)


The History of Student Representation

Early Sixties -
California Junior College Association (CJCA) Governed by K-12
No BOG and Cultural values were accepting of authority – no questions asked

Late 60’s to mid 70’s -
California Community College Student Government Association (CCCSGA)
Effective voice – aggressive /strategic, Social values questioned authority Student Governance

July 5-6, 1987
Forum on student representation - Sacramento
This forum achieved three things:
A document outlining proposals for guidelines pertaining to student representation in governance and the process of policy-making at the local, district and state levels;
A nutshell look at the community college system; and
A recognition of a need for an effective student representational organization on an institutional level; its structure, funding, support base and wording in its constitution, support and consideration of administrative, staff and faculty concerns as issues facing students also.

California Student Association of Community Colleges (CALSACC)
Constitution ratified at CCCSAA Conference in 1987.
Student Rep Fee Legislation
CalSACC to nominate BOG student Reps

1991
CCCSAA and CalSACC relationship shifted. Community College League of California became the CalSACC fiscal agent.

2006
SSCCC was formed
