This photo commemorates the formal inauguration of FM broadcasting by WMUA - 91.1 FM.
UMass President Ralph Van Meter is presenting WMUA's Station Manager Frank Donovan with the FCC license to operate WMUA as a new FM station (sometime late 1952 or early 1953).
Prior to that, WMUA operated, since its inception in 1949, at 640 AM on the dial via "carrier current" (i.e., the radio signal was impressed upon and carried via the regular 110 volt AC power lines). A small fire in the old transmitter ended that, and WMUA's Faculty Advisor, Prof. W. B. Smith of the UMass Engineering Department obtained a second-hand 10-watt FM transmitter from WESU at Emerson College in Boston. Joe Larson was WMUA's student-Chief Engineer at the time. Joe is now a professor at UMass Amherst.
