Testing and Promotion Requirement Review Board

When all the tests are graded and we know who is eligible for promotion, those cadet's files will be given to the Promotion Requirement Review Board (PRRB) for review.

The PRRB will simply make sure that the cadet being looked at for a promotion has completed all the requirements for promotion IAW CAP Regulations. The cadet being evaluated MUST be recomended for promotion by a majority of the PRRB members.

Cadets are no longer required to attend a pormotion board. They will however, address the PRRB and state why they deserve to be promoted (much like a job interview).

PARENTS ARE ENCOURAGED TO ATTEND AND SIT IN AND LISTEN TO THE PRRB. This is to ensure you know what is going on in the Squadron and as a "check and balance" to the system.


Foothills' PRRB is created under authorization as set forth in CAPR 52-16, 2-4, d. Additionally, CAPR 52-16, 2-4 regulates the PRRB and the PRRB is bound by this regulation.

The PRRB is comprised of the following members for ENLISTED Cadet Reviews:
Cadet Commander - Cmdr - This cadet is usually the highest ranking cadet in the Squadron

Cadet Squadron 1st Sergeant - OPEN - For enlisted Cadets only. This cadet is usually the highest ranking enlisted cadet in the Squadron.

Cadet Flight Commander - This cadet is usually the highest ranking cadet in the Squadron under the Cadet Command staff.

Cadet Flight Sergeant - OPEN - For enlisted cadets only. This cadet is usually the second highest ranking enlisted cadet in the Squadron.

Cadet Element Leader - For enlisted cadets in their Element. This cadet is usually the third highest ranking enlisted cadet in the Squadron.

Squadron Commander - Is in the PRRC only to keep the PRRC meeting on tract. May ask questions to the cadet being recomended for promotion and votes only in a tie.
Squadron Commander can override any decision ofthe board if (s)he feels the board is being partial or onesided towards a cadet.

One more Senior Member - Again, only in the PRRC to monitor the process and ensure fairness on everyones part. May ask questions to the cadet being recomended for promotion.

Over 1/2 of the PRRB MUST be present in order to hold the review. IF there is not 1/2 + 1 present, promotions will be held over until the PRRB can hold a meeting with a quorum.


The PRRB is comprised of the following members for Officer Cadet Reviews:

Cadet Commander - If higher in rank.

Cadet Flight Commander- If higher in rank.

ALL Cadet Officers of higher rank (up to three)

Squadron Commander - Sqaudron Commander votes on all Officer promotions.

One more Senior Member - All (ACTIVE) Senior Members on board have a say in Officer promotions.

Over 1/2 of the PRRB MUST be present in order to hold the review. IF there is not 1/2 + 1 present, promotions will be held over until the PRRC can hold a meeting with a quorum.


PRRB members will not discuss promotions or sit on the commitee for cadets that have higher rank.

Items that the PRRB looks at are:
1) Time between promotions;
2) Moral Leadership participation (per CAPR);
3) Is the cadet ready for the promotion and added responsibility of the next rank. (per CAPR)
4) Does the cadet have the Cadet Oath memorized (per CAPR):
5) Does the cadet practice Customs and Courtesies while at CAP (per CAPR);
6) Uniform wear (per CAPR);
7) Attendance and participation in squadron activities during the promotion period (per CAPR AND Cadet Oath);
8) Initiative taken by cadet while at the meetings:
9) Time in CAP;
10) Tests passed (Aerosapce and Leadership);

These items we look at are for the most part in order of importance. Just because a cadet passes their tests, does NOT mean they will be promoted (CAPR 52-16, 2-4, c). That is just one part of the CAP Cadet Program.

PROMOTIONS

Cadets that pass the testing requirements and PRRB will be promoted THE FOLLOWING Thursday at closing formation.
PARENTS ARE ENCOURAGED TO ATTEND AND "PIN" THE NEW RANK ON THEIR CADET.

Closing formation and promotions will start at 2045 on Thursdays.
