1.0 Name and Organization:

1.1 The name of the organization shall be Highland Lakes Model Sailing Club also know as HLMSC.

2.0 Mission and Objectives:

2.1 To promote remote control model sailing, sailboat racing, and regattas in the Highland Lakes Community for residences and their guests.

2.2 To support and improve members skills in boat building, sailing, rigging, racing rules and racing tactics.

3.0 Fleets:

3.1 The HLMSC will sponsor any one-design Fleet of three (3) or more boats. A Fleet Captain shall be elected when a Fleet has three (3) or more active sailing members.

3.2 A one-designed sailboat is any sailboat that is sponsored by the American Model Yacht Association (AMYA).

4.0 Membership.

4.1 A club member is a skipper who is registered for one or more channel frequency, and owns one or more club sponsored sailboats.

4.2 Members must be active in one or more fleets within a calendar year. If a member is not actively sailing within a calendar year they will forfeit their membership, and any registered channel frequency.

4.3 A calendar year is considered October 1^st thru September 30^th.

4.4 Non-fleet members may be required to forfeit their channel / membership to a new Active Fleet Member.

4.5 Guests may be required to forfeit their membership if no frequency is available for a resident of Highland Lakes.

5.0 Leadership and Elections:

5.1 Members shall elect a Commodore; Majority elects, quorum of 50% of the HLMSC Members.

5.2 Fleet Members shall elect Fleet Captains; Majority elects, quorum of 50% of the fleet members.

5.3 Officers shall be elected each year.

6.0 Fees.

6.1 HLMSC will strive to operate on a NO fees budget thru out the calendar year.

7.0 Modifications:

7.1 Modifications may be made to this charter ONLY if they comply with the approved Highland Lakes Activity Profile.
