The Flag   The flag is symbolic of the unified effort of the United States, the Republic of Korea and our allies to stop Communist aggression on the Korean Peninsula 50 years ago. The light blue and white steramer that runs through the center of the flag is the U.N. Battle Streamer. The 22 stars represent the 22 allied nations that fought side-by-side to save South Korea. The words "FREEDOM IS NOT FREE" were added by the Veterans who, more than anyone else, know the great price of liberty. The flag is in both the English and Korean (Hangul) languages. In the center is the "Taeguk" symbol from the South Korean flag, familiar to many as the symbol for the philosophy of Yin and Yang. In Korea, known as Eum and Yang, tghe symbol stands for peace and harmony. South Korea has adopted this as its official Commemorative Flag.

I thank past Commander Gene Gillette and his wife Dot for their help in making this transition a smooth and easy one and for their dedication to our chapter for the past six years. I hope that they will enjoy their well earned R&R.

With the assistance of my talented and dedicated staff we will make 199 an outstanding chapter. I ask for all of your support and expect to keep all of our current members and will make efforts with your assistance to gain new members.

I have made some new contacts for our "Tell America" program and hopefully we will have some schools to visit in the New Year. I also have some speakers planned for our meetings and will keep you apprised.

CHAPLAIN’S CORNER

Another year has passed, some memories were very good and some not so good. We must now look forward to this New Year. Let’s try to make the very best of it this New Year. Just remember conflict is a part of life. We’re fragile and we all have feelings. In most cases we’re regularly hurting each other and trying to get over something. Hopefully, we’re learning together. Maybe with each conflict we’re becoming more compassionate.

This is my hope and my prayer for you, for me, for all of us. Also I would like you all to pray for our new officers of K. W. V. A. Chapter #199. Pray that God will give them strength they need to get through this month, the next and the next and throughout this New Year. !

Social Security Announces 5.8 Percent Benefit Increase for 2009

WASHINGTON REPORT

On Thursday it was announced that the Cost Of Living Adjustment (COLA) for 2009 for military retired pay, Social Security, VA Disability Pay, Dependency Indemnity Compensation and other federal annuitants will be 5.8%. It compares to an increase of 2.3% in 2008, and 3.3% in 2007, and is the largest COLA since 1982. The COLA is based on the change in consumer prices from the July-September quarter of each year compared to the same period the preceding year. (Benefit payment COLAs have been tied to inflation since 1975.)

Berlin Airlift Veterans Recognized

Veterans of the Berlin Airlift were recognized by the German government for their bravery and sacrifice at a recent ceremony at Travis Air Force Base, Calif. The ceremony commemorated the 60th anniversary of the Airlift and marked the opening of a six-week Berlin Airlift exhibit at the Travis Air Museum . To this day, German school children are taught about the American heroes who came to rescue the city. For more information on the Berlin Airlift, including educational materials, visit the Department of Defense's Berlin Airlift website, the Berlin Airlift Historical Foundation website, the Berlin Airlift Veterans Association website, the RAF Airlift website, the Truman Library's Berlin Airlift website, and the Travis Air Museum website.

SALUTING the FLAG UPDATE

On 29 JAN 08, President Bush signed a law amending federal code to allow a veteran to salute the U.S. flag while not in uniform in certain, but not all, situations. The amended federal code addresses actions for a viewer of the U.S. flag during its hoisting, lowering or passing. In these instances, the law allows a veteran in civilian attire to salute the flag. All other persons present should face the flag, or if applicable, remove their headdress with their right hand and hold it at the left shoulder, the hand being over the heart. Citizens of other countries present should stand at attention. All such conduct toward the flag in a moving column should be rendered at the moment the flag passes. However, another section of federal code that specifically relates to actions of those reciting the Pledge of Allegiance was not amended. In this case, a veteran in civilian attire is not specifically authorized to render a hand salute during the Pledge. In any case, a veteran in civilian clothes is authorized to place their right hand over their heart as has been tradition.
