Welcome to our site!          

The Plantation Unit of Parliamentarians is the Broward County (Florida) group of parliamentarians.

We are a group of people who practice and learn parliamentary procedure. Some of our members are Professional Registered Parliamentarians, while others are just starting their study of parliamentary law. PUP members are active in the community and assist many local organizations with their parliamentary issues. PUP also holds parliamentary seminars. PUP members are actively involved with the Florida State Association of Parliamentarians (FSAP), and we are a local unit of the National Association of Parliamentarians (NAP).

What is Parliamentary Procedure? 

Parliamentary Procedure (sometimes called parliamentary law) is a set of rules or procedures that defines how a democratic organization works—how its members make decisions, how its leaders run the organization to meet the needs of its members, and the rights of members and non-members.

Many organizations use (or try to use) parliamentary procedure. This include government bodies, student organizations, home-owner and condo-owner associations, fraternal organizations, clubs and societies, churches, and many others.

By being knowledgable in parliamentary procedures, officers and members may be more productive.

 
Meetings

PUP has monthly meetings the first Tuesday of each month from 7PM to 9PM. At this meetings we have a regular education session. Topics that we have covered have included Meeting Minutes, Bylaws, How to Preside, Basic and Advanced Motions, and more.

Our meetings are open to the public, and we welcome those who may wish to attend and join us as new members.

For the next several meetings, our Education Program will focus on subsidiary motions which dispose of the main motion. As previously, we will be using questions taken from the NAP Registered Exam. Homework notice for May is HERE, the questions are HERE. (MS WORD needed for these)

  Seminars

PUP holds occasional educational seminars for the community at large. These can run from an hour to four hours or more. We can also tailor a seminar for your organization and its needs.

We recently held a NAP Membership exam review session at the Plantation Library in Spring of 2008. Previously we had a training seminar in Spring 2007 at Florida Atlantic University for the SGA and student club officers. We are currently working on another officer training workshop for September, 2008. More info will be coming soon.

Groups that we or our members have held workshops or seminars for in the past include: FFA, Business Professionals of America, South Florida Student Leadership Conference, Florida Atlantic University Student Government, Nova Southeastern University, Boy Scouts of America and others.

 
Parliamentary Resources
As one of our main purposes is to educate people in parlamentary procedure, many of our members have developed training materials for those learning parliamentary procedures. Every month, we will be highlighting different materials we have developed to the right.

  FIVE CLASSES OF MOTIONS
  1. Main Motion. A main motion is a formal proposal that the group take a certain action. A main motion is the only motion which brings business before the group.
  2. Subsidiary Motions. Subsidiary motions help the group in treating and disposiing of the main motion (and sometimes other motions). Each is in order while a main motion is pending. These motions ranks above the main motion and below the privileged motions.
  3. Priveleged Motions.These motions do not relate to pending business, but deal with speical matters requiring immediate attention. Without debate, they are allowed to interrupt pending business. They have rank.
  4. Incidental MotionsIncidental motions related to the pending business in different ways or to other business at hand. These motions deal with questions of procedure arising out of other matters. They are mostly non-debatable. They have no rank or order of precedence.
  5. "Bring back Motions"These motions brings matters again before the group that had been set aside temporarily or permanently. These motions allow a group for good reason to re-open a complete question during the same session, or take up a matter temporarily disposed of, or change something previously adopted and in force.

New Officers for 2008-2009
We recently elected our officers for the 2008-2009 term. They were installed at our June meeting and took office then. Our new officers include:

Officer Training Workshop
We are currently working on plans for an officer training workshop for local clubs and organizations, to be held on September 20, 2008 at the Plantation Library from 9am to 1pm. Space will be limited, so signup quickly! More information as we have it.

FSAP in our area
Our state association, FSAP, held their annual convention in our area the weekend of May 30-June 1 in Miramar. Several members of the unit attended.
The next FSAP event will be the Fall Meeting, to be held in Orlando, and the Annual Convention next Spring, to be held in Charlotte County.

NAP coming to Florida
Actually, the National Convention of NAP will be coming to Florida in September of 2011, in St. Petersburg at the St. Pete Hilton! Many NAP members in Florida will be involved with this event.
