PURPOSE:
The Wahiawa Community and Business Association (WCBA) is the organization that stages and maintains the artfest. WCBA is dedicated to educating, informing and encouraging art appreciation, to providing a showcase for local artists to display their work and to encourage visitors to Wahiawa. The WCBA maintains a permit with the State Department of Accounting and General Services.

RULES: 1. Participation: Artists are welcome to participate and are subject to these rules. Thirty (30) display spaces are available. Artists must show and sell only their own work 2. Hours: All artists are expected to honor the WCBA announced hours of 10:00 AM to 4:00 PM. Artists must set up before 10:00 AM. If you are unable to make it to the event, please call one of the committee before 7:00 AM so we can get someone else to fill in your space for that day. 3. Weather: If the weather is bad in Wahiawa, you will be notified before 7:00 AM. 4. Dress and Conduct: Artists and their guests will dress appropriately for doing business. Artists will act professionally and respect customers and fellow artists. Artists will keep assigned spaces neat and orderly. Artists will not use mats on the ground for sitting or sleeping. Artists will not allow their guests to disrupt others. 5. Media Criteria: Each artist’s work should be an original expression and have the artist's signature. Note cards and calendars are permitted. Art media criteria includes: oils, acrylics, pastels, watercolor, charcoal, sketches, and photography (no sculptures or 3D artwork). 6. Presentation: a. Artwork may be framed or matted. b. Artwork may only be displayed in the assigned area. c. Artist should have a 10X10 popup tent to shelter their art. d. Artists may use up to four pegboards. (Pegboard size is usually two feet by four feet with six-inch legs.) e. Artists will set up their chairs within their designated area. 7. General Excise Tax License: Artists must obtain a General Excise Tax License from the Department of Taxation at 425 Queen Street (at the corner of Punchbowl Street) and be responsible for their tax payments. Artists are required to have their GE tax license at the artfest. 8. Fees: Artists will pay a monthly fee of $5.00, which will be used for operating expenses. FEES ARE NOT REFUNDABLE. 9. Space Assignment: Each artist is assigned one 15 foot square space and may show artwork only in that space. The WCBA committee has complete authority and final say on space assignment 10. Advertising: WCBA will be responsible for all advertising. Members are encouraged to seek sources of free advertising for the good of the group. Members may not advertise competing events while at the show. 11. Artist at Work: The process of creating art is interesting to the general public and is highly encouraged at the show. Our exhibition is meant to be a learning experience for the public. Artists may work at their assigned areas. Workshops are not permitted. 12. Exhibiting is a privilege and with it comes responsibilities to follow these rules set forth by the WCBA committee. Failure to do so will result in forfeiture of the opportunity to exhibit at the WCBA events. When participating in the WCBA activities, the artist agrees that the WCBA will not be responsible for any damage to the artist’s artwork. Additional issues not covered by these rules or clarifications will be at the discretion of the WCBA committee. Artists should raise their concerns with the committee.
