SUMMERSVILLE GRADE SCHOOL P.T.O. BY-LAWS REVISED AUGUST 9, 2005 NAME The name of the organization shall be the Summersville Parent-Teacher Organization. These by-laws shall be deemed to be a part of the organization. OBJECTIVES The objectives of this organization are to promote the welfare of the children in home, school, church and community. To bring about a closer relationship between the school and home so that parents may cooperate with teachers intelligently in the training of the child. To develop between educators and the general public a united effort that will secure for each child the highest advantage in physical, mental, social and spiritual education. POLICIES The purpose of this organization is education and shall be developed through conferences, committees and projects. This organization shall be non-commercial, non-sectarian, and nonpartisan. Neither commercial enterprise nor any candidate shall be endorsed by it. The name of the organization or its officers in their official capacity shall not be used in any partisan interest, or for any other than the regular work of this organization. This organization shall not seek to direct the administrative activities of the school or to control their policies. This organization may cooperate with other organization and agencies active in child welfare. By-laws should be reviewed by committee and updated every two years or as called for by the Executive Board. MEMBERSHIP AND DUES All persons who are interested in the objective, for which this organization stands, may become members. There will be no annual dues collected. ELECTIONS Elections shall be held annually at the April meeting. Nominations for officers shall be made by a nomination committee, approved by the Executive Board, and presented to the body at the meeting prior to the election of officers. If there is only one candidate for any office, by such motion from the floor, the election may be by voice. Nominations may also be taken from the floor provided consent from each candidate is obtained before his/her name is placed in nomination. A candidate may nominate his or herself. No person shall serve more than two consecutive terms in the same office. Vacancies occurring in an office shall be filled by the Executive Board. DUTIES OF OFFICERS PRESIDENT The President shall preside at all meetings of the organization and the Executive Board. The President shall be a member ex-officio of all committees except the nominating committee and shall perform all other duties usually pertaining to that office VICE-PRESIDENT The Vice-President shall act as an aide to the President and shall perform the duties of the President in the absence of that officer. SECRETARY The Secretary shall keep a correct record of all meetings of the organization and of all Executive Board meetings. A copy of the minutes shall be given to the President. The Secretary shall perform all other duties as may be delegated to him/her. TREASURER The Treasurer shall receive all monies of the organization and shall keep an accurate record of receipts and expenditures and pay out of the funds only as authorized by the organization. The Treasurer shall present a statement of account at every meeting of the organization and at other times when requested by the Executive Board. Treasurer shall write all checks with co-signers signature. SUPERINTENDENT The Superintendent will be a part of the Executive Board to represent the schools interest. MEETINGS A regular meeting of the organization shall be held on the second Tuesday of the month, date and time should be approved by the majority vote at the previous months meeting. The meeting shall be held in the Teacher’s Lounge unless otherwise provided by the Executive Board. Five days notice shall be given for a change of date. Special meetings shall be called by the Executive Board, forty-eight hours notice having been given. The last meeting of the school year shall be the annual meeting, at which reports shall be given and new officers installed. The President shall post meeting times on the front door of the school, as well as notes sent home by the students. EXECUTIVE BOARD The Executive Board shall consist of the officers of the organization, the chairperson of the standing committees, and the principal of the school or a representative appointed by him/her. The duties of the Executive Board shall be to transact necessary business between the organization meetings and any other such business as may be referred to it by the organization, to approve the plans of work of the standing committees chair person, and to present a report, if necessary, at the regular meeting of the organization. In case of emergency, decisions should be approved by two Executive Board members; one should be President or Vice-President. The Executive Board shall meet as deemed necessary by the officers of the organization. A majority of the members shall constitute a quorum. Special Meetings of the Executive Board may be called by the President, or by a majority of the Board. If for any reason, an officer is not fulfilling his/her duties, they may be dismissed by a majority vote of the P.T.O. body. AUDIT An outside source, as appointed by the officers, will audit the Treasurer’s records at the close of the year. STANDING COMMITTEES There shall be such standing committees created by the Executive Board as may be required to promote the objects and interests of the organization. The chairperson of these committees shall be appointed by the President. Each appointment shall be for a term of one year. HOMEROOM PARENT CHAIRPERSON 1. Send letter home at the beginning of the school year asking for room parents and additional class help or money. 2. Hold room parent meeting which should include teachers. 3. Organizes homeroom parents to ensure each class has a game and necessary workers for the Carnival. 4. Organizes last day of school picnic, activities. 5. Communicates with parents regarding refreshments for school activities. 6. Communicates with parents regarding delivery of pies/desserts for Chicken Pie Supper. 7. Reminds room parents of Party dates – Fall Party, Christmas, & Valentines. PUBLICITY COMMITTEE 1. Gets P.T.O. information to public through radio, newspaper, poster, signs, banners and T.V. 2. Runs poster contest for Chicken Pie Supper (Contest to be administered as decided by majority vote of organization) 3. Thank you ad for donators. CHICKEN PIE SUPPER CHAIRPERSON 1. Present budget to general meeting one month before Pie Supper. 2. Order supplies for Pie Supper 3. Call Head Homeroom Parent to arrange help on chicken picking and work day and request desserts. 4. Organize workers to prepare pie. 5. Must follow fundraising policy. CARNIVAL CHAIRPERSON 1. Submits budget to general meeting for carnival expenses two months before event. 2. Organized booth placement and set-up for carnival. 3. Responsible for coordinating volunteers for booths and ticket sales and clean-up. 4. Must follow fundraising policy. CARNIVAL GUIDELINES 1. Must have three people at ticket sales table. 2. Keep end of event inventory of prizes and turn into Vice-President. 3. Return left over prizes to P.T.O. closet. BASKET RAFFLE CHAIRPERSON 1. Collaborate basket theme with teachers. 2. Collect items donated. 3. Create decorative baskets. 4. Must follow fundraising policy. SILENT AUCTION CHAIRPERSON 1. Obtain donations. 2. Thank you letters to donors. 3. Must follow fundraising policy. FUNDRAISING POLICY 1. Must have prior approval of P.T.O. membership. 2. Must submit projected costs to P.T.O. Executive Board to get approval. 3. Must keep records of costs, profits, and inventory and submit to P.T.O. then recorded by Treasurer. 4. Must have at least two people count monies and sign receipt at time it’s collected. 5. Must have monies to Treasurer at end of event or end of day when monies are collected. 6. Must have two people assisting anytime monies are collected or exchanged. COMMITTEES POLICY 1. Formation of committee will be recommended by Executive Board and voted on by membership. 2. Committee Chair will be selected by Executive Board and voted in by membership. 4. Committee should be resolved by vote of membership at next meeting upon objective being met. 5. Final report should be submitted to P.T.O. by committee chair in writing and read into minutes. AMENDMENTS AND RULES OF ORDER These laws may be amended at any regular meeting of the organization by a majority vote of the numbers present and voting, provided notice of the proposed amendment was given at the previous meeting. The rules contained in Roberts’s Rules of Order Revised shall govern the organization in all cases in which they are applicable and not inconsistent with these laws. P.T.O. OFFICERS JOB DESCRIPTIONS PRESIDENT 1. Conducts all meetings of the P.T.O. 2. Writes, prints, distribute P.T.O. activity information (unless delegated). 3. Secures volunteers as needed (other than room mothers). 4. Appoints auditors and nominating committees/chairpersons. 5. Checks the P.T.O. mailbox regularly. VICE-PRESIDENT 1. Performs presidential duties in the absence of the President. 2. Records and distributes meeting minutes during Secretary’s absence. 3. Aids President anyway possible. SECRETARY 1. Records minutes of all meetings. 2. Correspondence, i.e.: thank you notes, memos, etc. 3. Shall write P.T.O. section for monthly newsletter, if so delegated by the President. TREASURER 1. Receives all monies, i.e. fundraisers and donations of P.T.O. a. Money counted by at least one other officer and Treasurer before deposit. b. Money deposited in a timely manner. 2. Reimbursement made only (with proper receipt) within one week of date given to Treasurer. 3. Treasurer’s report (current statement and verifying bank statement) submitted at every P.T.O. organization meeting making copies available of Officers. 4. Prepare a year end treasurer’s report available to members. 5. Brings changes for fundraisers. 6. Must keep record of fundraiser items, cost and profit. 7. Any discrepancies must be brought to President and Superintendents attention in writing. 8. Two people must sign checks including President as alternate co-signer in case of absence. SUPERINTENDENT 1. To be liaison between parent volunteers and school. |
