Contract outline Contract outline STATE CONTRACT 4 year contract. 04/01/03.........$800. bonus upon ratification (pensionable) 04/01/04..........2.5% or $850 (No one will get less than $850.) 04/01/05..........2.75 % or $900. (Last day of the contract) Increments will continue to be paid. New salary schedules for 2004, 2005, 2006 and 2007 Location pay increases: 04/01/04..........$1230 04/01/05..........$1264 04/01/06..........$1302 Longevity bonus Employees with 20 or more years of Court System service will get: 04/01/03.....$1600 04/01/04.....$1650 04/01/05.....$1700 04/01/06.....$1750 Newly established Employees with 25 or more years of Court System service will get: 04/01/05 ....$1800 instead of $1700 04/01/06.....$1850 instead of $1750 NO GIVEBACKS Health Option Program (HOP) The Health Option Program will be available to employees who are at Salary Grade 16 or below and have an annual leave accrual balance of 8 days (56 hours)or more. Employees can enroll in the HOP program in November 2004 for 2005. Enrollees will exchange 3 days (21 hours) of annual leave for a $400. credit to be applied toward NYSHIP premiums for 01/01/05 to 12/31/05. The same benefit will be available for the calendar year 2006. This pilot program will expire after 2006 unless the State and the Union agree to extend it. WORK/LIFE ASSISTANCE PROGRAM The state agreed to continue and fully fund the Work/Life Assistance Program. This program provides a wide range of support and counseling services for court employees and their family members. This program is 24/7. 1-800-833-8707. TIME and LEAVE Employees can utilize leave credits immediately upon date of hire. Extraordinary Circumstances-Compensatory Time Pilot Program. Following the execution of this agreement. The State shall implement a pilot program which will provide for crediting compensatory time to employees required to work when their court or other facility is closed due to extraordinary circumstances and employees assigned have been excused without charge to leave credits. Sick Leave Accruals/Retirement Service Credit The number of Sick Leave accruals that can be used toward retirement service credit will increase from 165 days to 200 days. Family Sick Leave The State and the Union have agreed to increase the number of sick leave days an employee can use for family sick leave from 10 to 15 days. Members now can use family sick leave for care of Grandchildren and Grandparents Death in the Family Leave New benefit of 2 days (14 hours) for the loss of a son-in-law and daughter-in-law. Health insurance benefits (see attached changes)QTP Moneys Increased by a substantial amount over the 4 years of the contract. There will be many more items of un-reimbursed expenses that will make the allowance available to each member. New Issues/Benefit Modifications: Death benefit increased to $100,000. (Art. 22.11) Property Damage increased to $350. After you retire your ID will be stamped “Retired” The State shall provide the committee with current and updated procedures to address all emergency procedures. (Art. 15.16). Court recess. The State and the Union have agreed to meet and discuss training programs that may be offered during court recess. Tardiness In the event of public transportation difficulties (including traffic accidents or hazardous road conditions not related to weather) strikes, severe storms or floods (including public transportation or traffic difficulties caused by them), or similar uncontrollable conditions effecting employees, tardiness MAY be excused by the Chief Administrator Judge or his/her designee. Labor/Management Committees. Health and Safety A Labor/Management Committee has been established to meet regularly to discuss concerns regarding Safety and Health at Court facilities. Personal History folder and HIPPA A Labor/Management Committee has been established to review the contract article that governs their personal history folder and make recommendations regarding instituting measures to safegard employees health records. Discipline A Labor/Management Committee has been established to meet and discuss proposed changes to the Disciplinary Article in the agreement. Reassigment and Transfer A Labor Management Committee to develop and recommend procedures for the transfer and reassigment of employees in the barganing unit. Pre-tax Transportation Program The Executive Branch is implementing a pilot project for pre-tax payment of transportation expenses which includes mass transit in New York City Metropolitan area. The State will make this benefit available to Court System Employees once it is permanently available to Executive Branch employees. NO GIVEBACKS Interpreters and the labor movement in the United States. |
