Nassau Region PTA Resolutions Explained Document
Resolution: Official document outlining the opinion, will, or intent of the NYS PTA to address problems, situations, or
concerns that affect children and youth and require action to seek esolution on the issue.
NYS PTA has adopted resolutions on a wide variety of education, health and safety issues.
A resolution can be a Retention, an Update or New.
Retention: A position which will be seven years old at the next convention, it can be either retained or rejected.
It cannot be amended.
Update: A previously adopted resolution in which the wording of the original resolve was changed.
New: A resolution being considered for the first time at the next convention.
A resolution needs to be submitted to the NYS PTA Resolutions Committee.
They will either recommend for adoption, not recommend for adoption or send it to committee.
Recommend for Adoption: A resolution that complies with the Basic Policy and is in accordance with PTA purposes.
Not Recommended for Adoption:
A resolution is NOT recommended for adoption because of
one or more of the following reasons:
It does not comply with the Basic Policy or PTA purposes.
It is covered in NYS PTA Where We Stand.
It is already covered by law.
It is considered to be unwise or inappropriate for PTA.
It is covered in the National PTA resolutions and positions notebook.
It lacks sufficient documentation or supportive evidence.
Send it to Committee:
The proposed resolution requires more study and knowledge before a position can be recommended.
A resolution consists of a Whereas, a Resolve and a Statement.
Whereas: The preamble portion of the convention resolution consisting of a statement(s)providing information on the
convention resolution, reasons for the convention resolution, and why it should be adopted.
Resolved: The main motion.
The resolved statements constitute the request for action and express the opinion or will of the group who presented the resolution.
Statement: An overview of the resolution.

NYS PTA Basic Policy: The Basic Policy of the New York State PTA is concerned with “securing adequate laws for the care and protection of children and youth.”
This is the framework under which PTA may take action.
It is deliberately broad so that PTA will be able to
take action in any field of interest within the scope of that policy.
Positions taken and actions on bills introduced in the state and federal legislative bodies will conform to policies adopted in this basic program
plus the resolutions adopted at the New York State PTA Convention.
Each year the Proposed Basic Policy is reviewed by the State PTA Resolutions Committee and the
State PTA Executive Committee and is adopted by delegates at convention.
Immediately following convention each PTA should vote to support the adopted Basic Policy so that
the unit/council Legislation Chairman will have the PTA’s approval to write letters and take legislative action within the framework of the Basic Policy.
Where We Stand: Where We Stand includes positions adopted by convention delegates over a seven (7) year period.
If bills are presented in the Legislature and are covered by the Basic Policy information or included in Where We Stand, a PTA may take appropriate action.
After seven years, positions are removed from Where We Stand unless action is taken at the State PTA Convention.
Positions are also removed after legislation has passed or judicial action has been taken.
Resolution know how…
Why submit a convention resolution? Resolutions seek to address problems, situations, or concerns that affect children and youth and, therefore, require action for solution.
As such, onvention resolutions are calls for action by NYS PTA or its constituent bodies (national,region, council, or local PTAs).
Who can submit a convention resolution? Local, council, region, or state PTAs, the NYS PTA Board of Managers, or committees may submit convention resolutions.
Convention resolution criteria are the same for all PTA bodies.
Who votes on a convention resolution? Delegates at the Annual
NYS PTA Convention debate and vote on resolutions submitted by local, region, or state PTAs,
or by the NYS PTA Board of Managers.
How is a convention resolution written/formatted?
A convention resolution usually consists of two main parts, a resolved and a statement.
New resolutions also have a whereas.
What criteria must each convention resolution meet?
Each convention resolution submitted o NYS PTA is subject to consideration by
the Convention Resolution Special Committee.
What are the other requirements? All convention resolutions must be received in the NYS PTA office by April 15.
(In the event that the 15th alls on the weekend, the convention resolution will be accepted on the next business day.
Convention resolutions received after the deadline
will not be presented at that year’s NYS convention.)
Facsimile (faxes) or electronic (e-mail) will
not be accepted.
A convention resolution may be rejected, if it is deemed to be not in the best interest of the organization.
