NEW FACILITY STEPS is happy to announce our relocation to 1325 Fifth Avenue and East 112th Street where the facility layout is more flexible and the larger space better able to accommodate the 80 plus students we work with daily.

REDUCED FUNDING for HUD
Under President Bush's budget for FY 2005, HUD funds to support programs for the homeless and low-income families were drastically reduced. One result was that funding was cut for the 51 current programs in New York City that serve homeless clients with supportive services and employment training.
Without restored funding or allocations made in budgets of other agencies, such as the Department of Labor or Veteran's Affairs, over 10,000 homeless and low income people now being served will be denied crucial assistance in helping them obtain or maintain permanent housing.
Service cuts reduce literacy, GED, vocational training, job readiness and placement, counseling and health services for youth and adults who are considered the hardest population to serve.

DONATIONS
A great number of books for children and adults have been donated by Marjorie Johnson and by the Literacy Assistance Center. These donations go a long way to enrich student reading skills and family literacy activities at STEPS. We also want to thank Tommy McDonell for her donation of a television, and Stephen Swanson for his donation of a HP printer.

STAFF DEVELOPMENT
In October, staff attended a full day workshop involving incarcerated programs in NYC sponsored by the NY State Education Department. Exploration of the special needs and learning styles of the incarcerated population and their implications for teaching methodologies will be followed up this spring with an on-site visit from Cal Crow, a specialist in education for the incarcerated.

Classes are held free of charge year round Monday - Friday from 9 am to 4pm. Students work with staff to set goals and schedules, which can be modified to meet individual needs.

A Message From The Executive Director

A SALUTE TO OUR PARTNERS
As a small community-based agency, we count on cooperative teamwork and a willingness to take extra steps to help our students pursue their desire for economic self-sufficiency. On a daily basis STEPS’ staff and volunteers, its Board members, and its clients work together to shape and achieve the many goals we lay out to reach these ends. They are a dedicated and hard working group, but it is important to underscore that STEPS does not operate in a vacuum. Outside funders, social service agencies and businesses of many different stripes show repeated and clear dedication to support and improve our community. Collaborations and partnerships often produce very positive results, but they also can demand time- consuming nurturing that is critical in this era of reduced governmental funding for the poor. For their consistent interest and support, STEPS salutes all our partners who contribute to our mutual goal – helping individuals and families improve their lives. HISTORY

STEPS began in 1981 at the Bank Street College of Education, with suppport from the US Department of Education and the Ford Foundation, to provide education through workplace literacy skills to Harlem's dropout youth and adults. In 1986, STEPS moved to the Mayor's Office of Youth Services where it continued to provide direct services as well as consultation and training in competency-based curricula to NYC's public schools and community colleges.

STEPS participated in a 3-year national demonstration called JOBSTART, developed by the Manpower Demonstration Research Corporation (MDRC). The model combined counseling, social service referrals and competency-based instruction with job training and job placement for school dropouts. That successful model has long served as the basis for STEPS' programs, which have received recognition from national adult literacy programs.

In 1989, STEPS incorporated and obtained its 501(C)3 status as an independent non-profit, dedicated to assisting homeless adults and other at-risk individuals who are motivated to improve lives.
