ANNETTE ROSS HUME ENDOWMENT FUND This fund was established November 5, 1915, in the state convention at Nowata at the close of the administration of Mrs. Charles Humes (Annette Ross). Honor guest in this convention was Mrs. Percy V. Pennybacker, General Federation President. The establishment of the Endowment Fund had been urged by Mrs. Hume during her administration and in the convention, and the able address of Mrs. Pennybacker gave impetus to the movement. Eleven hundered dollars was raised at that time and by vote of the convention the fund was designated "The Annette Ross Hume endowment Fund." The committee named to have charge of the fund were: Mrs. Charled Hume, chairman, Mrs. R. K. Wooten and Mrs. E. B. Lawson. Rules for the management of the fund provided for the election of three trustees in 1917, one for two, one for four and one for six years, and at each bi-ennial following, one member for a term of six years. Only the interest is used for regular work of the Federation. The policy, in general, has been to loan on real estate security; but during the World War liberal purchases of Government securities were made which, though at a low rate of interest, was considered a patriotic service to the Government in its presecution of the War. Mrs. Hume remained a member of the Board of Trustees from the establishement of the fund until her death, and to her much credit must be given for its success. As it bears her name let us hope that it shall continue to serve the high purpose for which it was founded and keep alive in our memories the faithful service and untiring zeal of a good woman whose name it officially bears.
