Director of Commission on Children & Family The first program to deal with wayward juveniles was created by legislature in 1979. It was recognized as something that was needed, because of a juvenile crime spree in the 70’s when many were sent to MacLaren Youth Correctional Facility at Woodburn. Oregon, unfortunately, was recognized by a book by Norman Mailer, an American author who wrote books analyzing myths and unconscious impulses that underlie human behavior. He wrote a book about a man who was a product of Oregon education and Oregon life and sent to MacLaren while a juvenile. Obviously MacLaren didn’t help, as he became an adult criminal, and this prompted the legislature to establish and fund a Juvenile Services Commission in 36 counties.
In 1980 Belloni Boys Ranch was built and focused on teenage kids from the Coos County Juvenile Department. Several years later, 1983, Governor Vic Atiyeh, (R), realized that juveniles were not in a vacuum and the dollars needed to be spent when children are much younger . The third person to recognize that there was still a need was Larry Campbell, (R), Speaker of the House; he knew it was necessary to start at the beginning, and the program evolved into Commission on Children and Families in 1993.
The Oregon Progress Board collects data on 100 benchmarks. She offered a handout showing 41 benchmarks for the last ten years, which includes Teen Pregnancy, Child Care availability, 8th Grade alcohol abuse, and so forth, and most show a positive trend (28 positive and 7 negative). She stated more money was needed for the Child Care Availability or after school programs, as statistics show teens get into more trouble after school before parents come home.
Eighty-one percent of Madison School students are on the free or reduced price lunch program which tells of a need, so the Commission is going to try parenting education to help these parents with their cooking skills and to provide nutritious meals.
The Coos County Commission on children and Families has 12 goals for the years 2008 – 2014.
She stated ,“There is no other choice; providing all these services is not cheap, but it is cheaper than jail or MacLaren.”
A side note: Interesting; all those she mentioned who realized the need and worked for programs to do something about it were Republicans.
