The next meeting will be on

Our speaker will be Josephine County Clerk Art Harvey who will be addressing the redistricting process and a couple of elections bills. He will take a look at the 2012 Josephine County Primary Election.

The last day to file for the 2012 Josephine County Primary Election is March 6 and currently very few applicants have applied for any of the county’s elected positions.

Positions on the ballot include: County Commissioner positions number two and three, Treasurer, Surveyor, Assessor and Clerk.

So far, only Keith Heck has applied for Josephine County Commissioner position number two.
Incumbents Josephine County Assessor Connie Roach and Josephine County Clerk Art Harvey have applied to renew their positions.

The primary election will be held on May 15, 2012.

Special Guest Linda Hellenthal from Roseburg who is running for State Committeewoman at the ORP State meeting in February. If she is successful she will represent the State of Oregon at National Republican meetings.

January is dues month $25.00


Vi Brewer , our District Director Lovella Moore’s mother passed away in December. A sympathy card will be available to sign at this meeting.

Meetings
Meetings are held on the 4th Thursday of every month at noon
Elmers Restaurant in Grants Pass.
(excepting November/December - that meeting is the second Thursday in December)
We do not meet in the Summer months of June, July and August.
At the County Fair, in August, we staff the Republican Women’s Fair Booth for five days.

Membership dues are due each year in January - payable to the Treasurer.

We are collecting items for Love Boxes for the troops - granola bars, multi vitamins, hand sanitizer, starbursts, fruit flavored lifesavers, Copenhagen, stick up air fresheners, double-bubble gum, tobacco, etc. We will be collecting these items to support the military men we adopted.

Our May meeting's speaker was Rev. Jim Brumbach who spoke on "The Role of the church in politics"
Have you ever wondered the role of the church and politics?
There is a great deal the church is "allowed" to do even under restrictive tax laws.
Education is a HUGE part of it and an educational ministry is one of the main roles of a church.

April 28 John Chambers, an educator who taught and has authored books about the nation’s founding documents was our speaker. He is currently teaching seminars on "Keeping the Republic". He addressed the subject of "constitution" but stress that the constitution of the people determines the constitution of the government. He likes a quote of Thomas Paine, that says it is a Constitution of the people rather than a Constitution of the Government. The United States was founded as a constitutional republic and Democracy is great if you have responsible people. We need to restore government to its proper constitutional role. The original purpose of the Constitution was to establish peoples’ rights by restricting governments. Some other things he says, There are three classic forms of government: Monarchy, Aristocracy and Democracy. A family is structured like an aristocracy and a monarchy enables those in charge to seize power and never give it back. Under the Roman republic a form of "mixed government" was introduced, and included a balance of power to keep all its elements limited. Chambers used an analogy to compare those forms of government with those of the United States. He said that the president acts as the monarch, the courts resemble the aristocracy, and democracy is represented by the Legislature.

March Josephine County Assessor, Connie Roach, presented a history on Measure 5 & Measure 50. She will explain how these measures affected our property taxes, the impact on property owners and their effect on county government in the years since they were voted into Oregon law. Questions and Answers to follow. Ballot Measure 5 was a landmark piece of direct legislation in the U.S. state of Oregon in 1990. Measure 5, an amendment to the Oregon Constitution (Article XI, Section 11), established limits on Oregon's property taxes on real estate. Property taxes dedicated for school funding were capped at $15.00 per $1,000 of real market value per year, and gradually lowered to $5. Property taxes for other purposes were capped at $10 per $1,000 per year. Thus the total property tax rate would be 1.5% at the end of the five-year phase in period. The measure transferred the responsibility for school funding from local government to the state, to equalize funding. The measure was passed in the November 6, 1990 general election with 574,833 votes in favor, 522,022 votes against. It was one of the most contentious measures in Oregon election history. Historical significance Measure 5 is often seen as the beginning of the Oregon tax revolt. One effect of the measure was that funding for local schools was shifted from primarily local property tax funds to state funds. With this, it led to a general equalization of funding between districts as funds are now given to districts based on the number of students in each district. Schools with higher value property in their districts previously could fund local schools at a higher rate than more economically depressed areas. Passage of the measure and the limits led to some discussion of eliminating county services in Multnomah County by combining them with Portland city services or Metro, as well as talks of combining Multnomah, Washington, and Clackamas counties into one large urban county for the Portland metro area. Measure 5 was followed up with Measure 47 in 1996 and Measure 50 in 1997. Measure 47 limited the growth of a property’s assessed value to 3% maximum per year to combat local governments raising assessed values to make up the difference in the rate they could charge. Measure 50 clarified that measure. We have an upcoming election on May 17, 2011. We have some Republican candidates running for these special district positions - school boards, park board and water board, etc. Please remember to VOTE! Sal Esquivel has always championed the fight to create quality family wage jobs both locally and throughout the state. Now that we are struggling in a down economy, that agenda is more important than ever.
Sal is a product of Southern Oregon, shaped by our history, our pioneer spirit and the values that reflect this place we call home. Through four generations of Southern Oregonians, Sal developed a strong work ethic and great sense of regional pride.
Sal was raised in Medford, graduating from Medford High School in 1966 before joining the Navy and serving in Vietnam. Sal worked in the wood products industry, attended Southern Oregon State College, and in 1982, created a successful heavy equipment and parts business.
Since then he has been involved in real estate, starting a successful local firm with his wife Jan. From these business ventures, Sal has grown to understand and appreciate what it takes to run a small business. May In May we heard from Art Harvey, Josephine County Clerk
The duties of the office include:
  • Conducting elections in Josephine County.
  • Keeping public records for the county, including Board of Commissioners documents.
  • Recording land records and liens.
  • Processing Board of Property Tax Appeals.
  • Issuing marriage licenses.
  • Accepting United States Passport applications.
The staff of the Josephine County Clerk's office is dedicated to providing accurate information and services in an efficient, professional, and courteous manner.

I Believe... That Americans value and should preserve their feeling of national strength and pride, and at the same time share with people everywhere a desire for peace and freedom and the extension of human rights throughout the world.
I Believe... The Republican Party is the best vehicle for translating these ideals into positive and successful principles of government.
