Intercountry Adoptions Limited to Adoption of Special Needs Children: Beginning April 1, 2012 Foreigners may only apply to the Central Authority for adoption of children with special needs, unless one of the applicants is a Lithuanian citizen. In addition, only married couples may apply for adoption from Lithuania New rules regarding intercountry adoption came into force in accordance with the order of the Minister of Social Security and Labour No. A1-8 of January 10, 2012 Re: Amendments to the order of the Minister of Social Security and Labour of the Republic of Lithuania No. A1-162 “ Re: approval of the description of procedure for authorizing the institutions of foreign states to act in pursuance of international adoption in the Republic of Lithuania” of 3 June 2005.
New Inter-institutional Commission An adoption order was handed down on the 29th of May 2009, creating a new inter-institutional commission. According to the Ivaikinimas tarnyba, "if competent services do not find a family in the Republic of Lithuania for a child in 6 months since the inclusion of a child into the list of adoptable children, State Child Rights Protection and Adoption Service organizes the meeting of inter-institutional commission to make recommendation regarding international adoption. International adoption procedure can not be initiated without the recommendation of the commission" It is predicted that the inclusion of this new committee in the process will significantly slow down determinations of eligibility for intercountry adoption.
The Order of the Specification of the Procedure for Granting Authorization to Foreign Institutions in respect of inter-country adoption in the Republic of Lithuania On 3 June, 2005 the Minister of Social Security and Labour of the Republic of Lithuania approved the Order of the Specification of the Procedure for Granting Authorization to Foreign Institutions in respect of inter-country adoption in the Republic of Lithuania. This order established the procedure for granting authorization to foreign institutions in respect of inter-country adoption in the Republic of Lithuania. As a result of this Order, only those institutions accredited by the Lithuanian Government will be permitted to assist families in adoption from Lithuania.Also, families may no longer pursue independent adoptions from Lithuania. A current list of authorized instituions may be found on our Agency page at left. Please do not use an agency not listed there, it is illegal for agencies to "umbrella" their accreditation in Lithuania and your adoption may be adversly effected.
Limitations on dossiers for children under 6 years imposed By order of the ministry on July 17, 2006 authorized foreign institution will be limited to submitting 2 new dossiers per calendar year by familis requesting a child (children) under 6 years of age . This requirement will not apply to families wishing to adopt a child with special needs.
