Philadelphia Regional Alliance of HUD Tenants (PRAHT) was founded in 1995 as the local component of a national organizing effort responding to the congressional assault on HUD housing. Through partnership between VISTA, the Department of Housing and Urban Development (HUD) and the National Alliance of HUD Tenants, the Philadelphia Regional Alliance of HUD Tenants has grown from a concept into a tenant-run organization which represents twenty tenant councils and has a constituency of more than 2,000 tenants. It is a democratic tenant-run organization concerned with the preservation of multi-family, privately-owned, HUD assisted housing.
Philadelphia is home to more than one hundred HUD-subsidized buildings with more than 14,000 rental households. Over 90% of these households are low income families, senior citizens, or disabled individuals. About 80% of subsidized tenants are woman in an ethnic minority. They report an alarming incidence of harassment and misinformation from building management and maintenance. For many of these tenants, access to knowledge of their rights and responsibilities as tenants and their ability to organize and advocate for themselves is their only defense against displacement and homelessness. Lacking the financial resources to retain legal representation, they must act on their own behalf to effectively advocate for their rights as tenants. PRAHT provides an important vehicle for tenants to secure their right to organize to improve their homes, free from retaliation and harassment by landlords and their agents.

Membership The Philadelphia Regional Alliance of HUD Tenants encourages tenant councils in the Philadelphia, Delaware, Berks, Montgomery and Bucks counties to join our organization. Benefits of membership include the right to vote and run in PRAHT elections and the opportunity to participate in a community of mutual education with other tenants around the region. Dues are $5.00 per month and may be paid in monthly, quarterly, or annual installments. | |
