A library is the heart of the community

BRICEVILLE LIBRARY PROJECT ANNUAL REPORT FOR 2007

The Briceville Library Project Committee is comprised of members of the Anderson County Library Board, community leaders, and the Clinch Powell Regional Library. The committee oversees and coordinates all aspects of an effort to replace the current Briceville Library with a permanent, adequate, and modern facility.

The Critical Need for a New Briceville Library

The present Briceville Library is now temporarily located in a 420 square foot space donated by the Clinton Baptist Association. Recently, we have received word that the donors would like to have their space back in the foreseeable future to expand their mission work in Briceville.

There is no question that a new facility is desperately needed by the people of the Briceville community. Every visitor is impressed with how small, crowded, inconvenient, and inadequate the space is. Being essentially donated space, there is no room for expansion nor can the space be renovated or improved. Yet, the library attempts to serve the needs of the Briceville Community and surrounding area to the best of its ability by providing essential library services that include computers, book collections, a genealogy section, and multimedia items. After school, the library is packed with students. The Library Director and her staff are doing an exceptional job working under very difficult and limited circumstances to keep the library open, up-to-date, and responsive to community needs and requests, and to secure grants and other support.

Feasibility Study for a New Briceville Library Facility The Anderson County Commission has allocated funds to carry out a feasibility study to justify the need and specifications for a modern library. The feasibility study will specify the requirements for the building, land, and furnishings, and will provide cost estimates for the proposed Briceville Library based on data from recently completed and comparably-sized libraries. The feasibility study will serve as a basis for securing further funding and for employing architectural and engineering services. To conserve these funds, much of the preliminary work is being done by the Briceville Library Project Committee.

Recent Accomplishments
• Following our work plan, we have prepared a draft “Building Program for a New Briceville Public Library Facility.” This document is used to determine the size and features of the new library, and it is a requirement for applying to the State for a $100,000 matching grant for a new library.
• We have toured the new Luttrell Public Library as an example of a modern facility and plan to visit others.

• We have acquired information on library building standards and requirements, and building grants from the Tennessee State Library and Archives.

• We have made preliminary contact with county officials advising them of our needs and plans.

• We have researched available public and private land in the Briceville area for possible building sites and are continuing with this effort.

• Additionally, we are identifying and evaluating alternatives for:
    o funding the project
    o ensuring community involvement and support, as well as the general public
    o keeping public officials informed, involved, and supportive of this effort
    o obtaining the support of the public at-large through contacts and publicity

Project Plans and Goals for 2008

We have developed an action plan and set of about a dozen goals for calendar 2008 to further this project and expect to have the feasibility study ready for submission to the County Commission before the end of the year.
