No assessments or recommendations are made of the following agencies. They are merely listed as a resource for interested families to investigate for themselves. If you find an agency that you are interested in, research it. Read through their website. Call or visit their office and talk to the staff in charge of their Bulgarian program. Make contact with several families who have recently successfully completed adoptions from Bulgaria through that agency.

It is important to note that no one agency is the right fit for every family. Each of us have our own priorities, our own style, our own viewpoints... and so do agencies. What is a perfect fit for one family may be a problem for another. Families may legitimately have totally different experiences with the same agency.

The "List of Bulgarian accredited bodies that got permission by the Minister of Justice to mediate in intercountry adoption procedures" for July 2007 can be found on the US Embassy in Sofia website at http://bulgaria.usembassy.gov/adoptagency.html The website states the list is current as of 2008. Another more complete list, supposedly updated as of 2008, can be found at http://www.justice.government.bg/new/Documents/Adoptions/List%20of%20adoption%20agencies_EN%2004%2011%202008.doc The list of accredited agencies that had been posted on the Ministry of Justice website is no longer there as of 10/14/2008.


The term of validity of the authorization of the following agencies has been extended on the grounds of § 8 of the Final Provisions of the Ordinance for Amendment of Ordinance No. 3 of 2003 on the conditions and the order of giving consent for adoption by a foreigner of a Bulgarian citizen (Published SG 20/2008): until coming into force of a new Family Code but not later than 04.07.2009”. Please note that there are no American agencies licensed in Bulgaria. However, the American adoption agencies operate through licensed Bulgarian entities. The is apparently being re-structured. This section will be updated as new information is available. Input is appreciated.
