IWRA Constitution

International Water Rocket Association
(Ratified: February, 2007)(Updated: January, 2008)

PREAMBLE:

We, the International Water Rocket Association adopt the following constitution in order to act as a body to promote and support the sport of water rocketry. This constitution establishes procedures that will enable us to define more effectively the sport of water rocketry.

ARTICLE I. NAME

The name of this organization shall be International Water Rocket Association (IWRA).

ARTICLE II. PURPOSE

The purpose of the International Water Rocketry Association shall be:

Section 1. To facilitate guidelines/rules/communication within the water rocket community.

Section 2. To coordinate water rocket activities in exploring ways and means to serve the interests and welfare of its membership and the sport of water rocketry.

Section 3. To assist in the development of future goals and policies of the Association.

ARTICLE III. MEMBERSHIP

Section 1. Membership is open to anyone with an interest in or is engaged in the sport of water rocketry and shall have full voting rights.

Section 2. Membership in this association is obtained by completion of an official membership form and obtaining a valid Membership Validation Number (MVN).

Section 3. Membership must be renewed annually by completion of a membership form.

ARTICLE IV. EXECUTIVE OFFICERS AND THEIR DUTIES

Section 1. Executive officers of the Association shall be the President, Vice-President, Secretary and such other officers as the Association may deem necessary. All officers shall be elected for a one year term as prescribed in the Article VI.

Section 2. The President shall preside over the Association, appoint standing and temporary Ad-Hoc committee members and chairpersons of those committees, and apprise Association members of relevant information.

Section 3. The Vice-President shall perform the duties of the President in his or her absence.

Section 4. The Secretary shall compose correspondence of the Association, Oversees the posting of Association information and correspondences electronically.

Section 5. All association business will be conducted in the spirit and intent of Robert's Rules of Order be observed during all meetings, polls and votes of the Association.

ARTICLE V. COMMITTEES

Section 1. The President shall appoint standing and Ad-Hoc committee members. Appointment to any committee is for a term of one year for standing committees or for short duration on Ad-Hoc committees.

Section 2. Each committee must have an odd number of members with a minimum of three members for any committee. All members of a committee must be current members of the association.

Section 3. Committee chairs are appointed by the president of the association. Committee chairs shall serve for a term of one year on a standing committee or for the duration of a Ad-Hoc committee.

Section 4. Only charges assigned to a specific committee shall be followed. Additional charges must be approved by the president of the association.

Section 5. Minutes of all committee actions will be distributed to association Secretary within a reasonable period of time to be posted on the association website by electronic means.

Section 6. All committee votes will follow Article VII, Section 3, 4, 5, and 6.

ARTICLE VI. ELECTION OF OFFICERS

Section 1. Nominations and elections for all Association officers shall be held 2 weeks (14 days) prior to the first day of the month of January of each year. The terms of all officers will be one year and shall take office on the first day of January of each year.

Section 2. The nomination period shall be during the first 7 days of the official election period. This period shall be for the sole purpose of nominating members for official office for the upcoming year.

Section 3. At the end of the nomination period, an official list of office nominations shall be sent electronically to all members of the association and posted on the official website.

Section 4. The voting period shall be during the second 7 days of the official election period.

Section 5. During the voting period, no additional names can be added to the ballot for officers.

Section 6. A quorum of votes cast on the official forum constitutes the voting membership. An election vote will pass with a simple majority of the voting membership.

Section 7. The official start and ending of the elections will be at Midnight (00:00 GMT) during the stated polling period. The Greenwich mean Time Website shall be the official site to obtain the correct time anywhere in the world.

Section 8. Polling results will be officially posted on the association forum and website after the close of the election period. Posting of results will be done within 48 hours of the close of the election period.

Section 9. Notification of Poll irregularities shall be sent to the IWRA membership and a miss-polling shall be called. A new polling period shall begin 24 hours of the original polling period stopping time.

Section 10. Oversight and certification of all elections shall be by the election committee as prescribed in the Standing Committee Document.

ARTICLE VII. GENERAL VOTING

Section 1. Voting on general business matters shall be by electronic poll as called for by action the association.

Section 2. All amendments/policies poll votes shall have a minimum voting length of one week (7 days) after which the final vote tally will be posted on the official association forum and website.

Section 3. Voting Polls shall be conducted on the official association Yahoo forum with electronic notice being sent one week (7 Days) prier to the start of the polling vote process to all association members.

Section 4. A quorum of votes cast on the official forum constitutes the voting membership. A vote will pass with a simple majority of the voting membership.

Section 5. The official start and ending of the elections will be at Midnight (00:00 GMT) during the stated polling period. The Greenwich mean Time Website shall be the official site to obtain the correct time anywhere in the world.

ARTICLE VIII. AMENDMENTS

Section 1. This constitution may be amended by the members of the Association herein described. Electronic notice of a proposed amendment must be made and circulated to the full membership two weeks prior to a vote of ratification is to be taken.

Section 2. Any member or group of members may submit an amendment for consideration to the full members of the Association.

Section 3. A simple majority of a voting quorum is required for ratification of amendments.

ARTICLE IX. RATIFICATION

Section 1. This constitution becomes effective upon the approval of a simple majority of a voting quorum.
