CHARGES FILED IN JUNEAU COUNTY!

As reported on channel 27, WKOW TV News, Madison(03/23/06).

"Three Juneau County residents face dozens of charges for mistreating animals, and they were the people who were supposed to care for the animals. June Kline, Michelle Ott, and Lynn Rittenhouse ran the now-defunct humane society for Juneau County.

On Tuesday, the Juneau County District Attorney's office filed 48 animal neglect charges against each of three former executive board members. All former board members are scheduled for an initial appearance in Juneau County court on April 17...."

Thank you for contacting me in regards to Assembly Bill 250 and Senate Bill 208 which would regulate anyone who sells dogs or operates an animal shelter. I have received many comments from both sides of this issue and it has taken me some time to decide whether to support this legislation.

After much deliberation, I have decided to co-sponsor both bills because I want to make sure that animals in Wisconsin are treated with respect and compassion.

Dear Legislator:

On behalf of The Humane Society of the United States (HSUS) and our more than 179,000 members and constituents in Wisconsin, I am writing to express our strong support of legislative efforts to address the welfare of animals in commercial breeding facilities, animal shelters, and pet stores. The HSUS supported the Pet Facilities Law as it was originally added to the state statutes during the 2002 budget process as well as subsequent efforts to reinstate these important provisions (now called “Justice for Halfpint”). It is time for Wisconsin to pass legislation that requires humane care at pet facilities.

The HSUS has been at the forefront of the fight against puppy mills. As you may know, these high-volume breeding facilities are designed to maximize profit, often at the expense of the dogs’ welfare. The conditions for dogs in such breeding facilities can be atrocious, and often include close, cramped living quarters, not enough or poor quality food, incompetent or lack of satisfactory veterinary care, and no physical or emotional enrichment. Because of these conditions, many animals end up suffering from severe health and behavioral problems. Unfortunately, The HSUS also routinely receives complaints about animal shelters in Wisconsin, as there are currently no laws to regulate them.

A few states have passed comprehensive laws to regulate puppy mills as well as other pet facilities, and ensure basic humane standards. We urge Wisconsin legislators to push for strong legislation to oversee this industry that often puts animals and unsuspecting consumers at risk. In particular, a good pet facility law will:

Apply to all operations with animals or animal sales numbering over a specified threshold; Require a licensing fee (except for non-profit shelters) and pre-inspection; Include routine, unannounced inspections at least twice yearly; Be enforced by an agency with adequate funding and properly trained staff; Rotate inspectors to cover different areas of the state; and Be equipped with strong penalties when facilities are in repeated non-compliance.

In closing, we thank you for your consideration in this matter. The HSUS would welcome the opportunity to work with you on drafting legislation and moving the bill forward by providing expertise, testimony, as well as grassroots support throughout the process. This is a Bill that is in the works.
LRB 2829/3; relating to: the sale of dogs, regulation of certain dog breeders, granting rule-making authority, making an appropriation, and providing a penalty.
We are introducing legislation to curb the disturbing trend of ‘Puppy Mills’ coming to and operating in Wisconsin. These large scale dog breeding operations often keep their dogs and puppies in inhumane conditions in an effort to churn out as many puppies as possible. Currently, Wisconsin has no means of even simply knowing where these ‘mills’ are in operation. This legislation seeks to require these massive for-profit operations to either bring the care of their dogs and puppies to an acceptable standard, or face revocation of the privilege of doing business in Wisconsin. As an added protection to Wisconsin consumers, we are including a ‘puppy lemon law’ in this legislation. This aims to give purchasers recourse if the puppy they purchased is found to have a congenital or hereditary disease which the buyer was not made aware of.

Schulz says they don't need to be let out for exercise: "Then they'd be unhappy, they'd want to get out again. This way they don't know no better. They're happy where they are."
He says dogs don't need to be indoors during the winter, "There's no need for it. They were outside for a million years. It's only the last 200 that people have been putting 'em in the house."

The Midwest is full of puppy mills, and all them will tell you they are a reputable breeder, so it is very important to do your homework."
