The Literacy Volunteers of the Eastern Panhandle (LVEP) based in Martinsburg, WV, strives to improve the levels of literacy (reading, writing, and numeracy) and, for community members whose native language is other-than-English, to improve abilities to communicate in English.

For the past 26 years, the LVEP has provided Basic Literacy and English as a Second Language (ESL) tutoring on a one-to-one or small-group basis. These services have been provided free of charge by volunteer tutors, trained in accordance to the standards set by Literacy West Virginia and Pro-Literacy America.

LVEP is a 501(c)3 organization, and is a registered charity in the state of West Virginia. Contributions are completely tax deductible.

Its Tri-County Literacy Project helps students gain the basic skills, knowledge, and attitude necessary to be engaged in their communities and in the workplace. Focused on adults in low-income families, the program empowers those adults to become full participants in their families, places of employment, and their communities.

It serves adults in three Eastern Panhandle counties of Jefferson, Berkeley, and Morgan, who need to develop or improve basic literacy skills. In particular, anyone who:
- doesn’t understand written directions for medication for themselves or their families,
- has difficulty filling out a job application,
- needs basic skills to enter a GED program,
- needs help to mitigate the effects of a life-long or injury-related learning disability
- does not have a checkbook, or understand how to maintain one.

LVEP receives student referrals from agencies like the Dollar General Literacy Foundation, three local Boards of Education, RESA VIII (Head Start), and the Department of Health and Human Resources.

LVEP also plans to develop a Computer Literacy training capability (supported by a grant from Comcast).
