The Bureau for Children and Families in partnership with the Bureau for Behavioral Health and Health Facilities is collaborating to adopt a “WV System of Care”. Funding has been set aside to address specific activities in the planning and development of a comprehensive, integrated, community based WV System of Care for youth at risk of out-of-home/state placement and their families.

The system of care is about agencies, families, and communities working together to create the best possible access to mental health care for children and their families.
It is about changing the way that families who have children with serious emotional disturbance learn about and receive mental health services…
It is about changing the way that schools, and juvenile courts, and child welfare programs and mental health agencies work together, in concert with children and their families, to ensure that there is no “wrong door” through which they may pass in order to receive needed services.
Our task now as West Virginians is to blend the requirements of the federal System of Care legislation and the state’s legislative recommendations for change, with the collective knowledge and wisdom of families and professionals across the state—to create a new road map for the future.

Question:
Can the lead agency obtain exemption for the CON process per recommendation of the DHHR Commission and still receive funding for a regional clinical coordinator?

Answer:
The process to obtain a determination of review ability pertaining to the need for a certificate of need (CON) exemption for the CON- requires the submission of a proposal meeting certain criteria. This proposal must be reviewed by both DHHR and the Health Care Authority. This process cannot be completed within the time frames we have established to have the regional clinical coordinator in place.
